The Preliminary Design Report provides more detailed information about the materials and standards to be employed during construction, hence a more detailed Class B cost estimate can be prepared. Once the Preliminary Design Report is complete, the Project Manager participates in a presentation to the client at which the designer demonstrates how his preliminary work has addressed the client's functional and aesthetic needs. Throughout this process, the Project Manager reports regularly to RPS and client management to confirm the project status and to identify those changes in time, cost, quality and scope which may alter the investment or program strategies. Pratique courante de la gestion de projets - section 3.3.6 - Avant-projet : L'objectif de cette sous-phase consiste à s'assurer que la conception préliminaire et le rapport de l'expert-conseil respectent les exigences du client et la réglementation, ainsi que des normes de qualité élevée. Le gestionnaire de projet facilite les efforts de conception de l'expert-conseil en donnant suite à ses demandes de renseignements supplémentaires (ce qui oblige souvent à tenir des réunions avec le client ou d'autres employés des SI). Le Rapport de conception préliminaire renferme des renseignements plus détaillés sur les matériaux à utiliser et les normes à respecter pendant les travaux de construction; on peut donc préparer une estimation des coûts plus détaillée, soit l'estimation du type B. Lorsqu'on a établi le Rapport de conception préliminaire, le gestionnaire de projet participe à la présentation, au client, d'un exposé [sic] au cours duquel le responsable de la conception démontre que ses travaux préliminaires répondent aux besoins fonctionnels et esthétiques du client. Dans l'ensemble de ce processus, le gestionnaire de projet présente à intervalles réguliers des rapports aux SI et à la direction du client afin de confirmer l'état d'avancement du projet et d'attirer l'attention sur les changements apportés aux délais, aux coûts, à la qualité et à l'étendue des travaux et qui pourraient avoir pour effet de modifier les stratégies en matière d'investissement ou de réalisation d'un programme.
