"On April 1, 1996, RPS formally implemented a new organizational model based on Client Service Units(CSUs) and Centres of Expertise(COEs). The CSUs are a dedicated organizational unit through which services are provided to a singular client or a portfolio of clients. The CSUs are supported by COEs which act as stewards of skills and knowledge in RPS business lines and program management. COEs manage a resource pool that may dedicate people on a full time basis to a particular CSU or provide services from ’home base’ to a number of CSUs. The CSUs are revenue centres and the COEs are cost centres. The NCA plays a national role and as such, the CSUs and COEs in the NCA are called National Client Service Units(NSCUs) and National Centres of Expertise(NCOEs). Project Management Practice Standard - Section 3.3.6 - Design Development: The objective of this sub-phase is to ensure that the consultant’s Preliminary Design and Report meets both client and regulatory requirements, and is completed to high quality standards. The Project Manager facilitates the consultant’s design efforts by responding to requests for more information (which often involves meeting with the client or other RPS personnel). While there may be direct discussions between the designers and the client/owner, the Project Manager must carefully manage these communications to ensure that the client can fully understand and analyze the proposals which the consultant is offering, and that RPS and client views are expressed to the consultant in appropriately detailed, technical terms. The Preliminary Design Report provides more detailed information about the materials and standards to be employed during construction, hence a more detailed Class B cost estimate can be prepared.
