Project Management Practice Standard - Section 3.3.6 - Design Development: The objective of this sub-phase is to ensure that the consultant’s Preliminary Design and Report meets both client and regulatory requirements, and is completed to high quality standards. The Project Manager facilitates the consultant’s design efforts by responding to requests for more information (which often involves meeting with the client or other RPS personnel). Although consumers are actively involved in purchasing decisions, they often relinquish control to surrogates. These surrogates may collect market data, evaluate competitive alternatives, and conduct transactions on behalf of the consumer. Control is determined by how much decision-making power the consumer relinquishes to the surrogate.
