The UN HSF is supported by the Government of Japan and housed at the United Nations. The fund was established in 1999 to strengthen effort and initiatives in the area of human security. The concept of human security is based on responses to threats to human lives and dignity. This covers emergent issues such as drug abuse, international crime, poverty, refugees issues, violation of human rights, HIV/AIDS and other infectious diseases, land mines, and girl trafficking.
