It is argued that the doctrine [of accountability] is no longer adequate to meet the needs of governments and citizens, and that the fundamental obligation of the government to Parliament-namely, to account for what has been done and for how the money voted by Parliament has been spent-can only be met through a broader doctrine of administrative accountability under which officials would also be held directly accountable to Parliament for the performance of their(administrative) duties. 1, record 7, English, - administrative%20accountability

Accountability out is something different. It was defined in our Round Table as the sense of responsibility that one feels to the law, or to one's sense of personal or professional ethics. Accountability in this sense is a check on behaviour that is imposed either externally(i. e., through obligations flowing from laws or regulations) or internally(i. e, through a sense of personal obligation to abide by a self-imposed standard of conduct). This sense of accountability, if that is not stretching the term too far, is also familiar to anyone who works within an institutional framework and, indeed, is fundamental to any broader account of law and morality. 1, record 8, English, - accountability%20out

1, record 8, French, - obligation%20de%20rendre%20compte%20vers%20l%27ext%C3%A9rieur
