Conceptually, the definition of systemic change is... consistent with the roots of the term in political activism, from civil rights to universal suffrage : Systemic change means that change has to be fundamental and affects how the whole system functions. It's about changes that spread and behaviours that become a new normal, rather than benefits remaining confined to a narrow group. This way, scarce aid resources can be leveraged to stimulate more inclusive growth across whole sectors; not just narrow segments. 2, record 3, English, - systemic%20change

Jus in bello, also referred to as international humanitarian law(IHL), applies to all warring parties irrespective of the reasons for the conflict. It does not speak to whether or not the cause of war is just. Instead, this body of law seeks to protect war victims and their fundamental rights, no matter to which party they belong. 4, record 4, English, - international%20humanitarian%20law
Record number: 4, Textual support number: 2 CONT
Necessity and proportionality have always been core principles of both branches of the jus belli principles that apply to both the authority to employ military force and the regulation of actual employment. However, in the jus ad bellum context, they have never before been viewed as principles to regulate operational and tactical execution. Instead, in that context they frame the legality of national or multinational resort to military force in self-defense. Once the decision is made to employ force pursuant to this authority, the jus in bello variant of these principles (necessity of the mission and proportionality of collateral damage) operate to regulate the application of combat power during mission execution (in other words, they provide the foundation for the regulation of the application of combat power in the context of the self-defense-justified mission). 5, record 4, English, - international%20humanitarian%20law

The concept of perfection is fundamental to the scheme of the [Personal Property Security] Act. It is a term of art used to define the time when the secured party has obtained the greatest bundle of rights under the statute with respect to the collateral. These rights are manifest in the Act in the form of priority rules concerning competing claims in the same collateral.(Richard H. The Declaration of the Rights of Man and of the Citizen(French : La Déclaration des droits de l'homme et du citoyen) is one of the fundamental documents of the French Revolution, defining a set of individual rights and collective rights of all of the estates as one. Influenced by the doctrine of natural rights, these rights are universal : they are supposed to be valid in all times and places, pertaining to human nature itself. The last article of the Declaration was adopted on 26 August 1789, by the National Constituent Assembly(Assemblée nationale constituante), as the first step toward writing a constitution. While it set forth fundamental rights, not only for French citizens but for all men without exception, it did not make any statement about the status of women, nor did it explicitly address slavery. 1, record 25, English, - Declaration%20of%20the%20Rights%20of%20Man%20and%20of%20the%20Citizen

3, record 50, Spanish, - amparo

Most writers maintain that States have as one of their fundamental rights the right of self-preservation, that is, a legal right to exist. They claim that the right of self-preservation is a primary, inherent, fundamental right, so fundamental that it takes precedence overall other rights. But there are authorities who deny the validity of this theory.... According to them this right means only that a State is entitled to protect itself and may attempt to maintain its independence. "The truth is, "says Brierly, "that self-preservation is not a legal right but an instinct... " 1, record 55, English, - right%20of%20self%2Dpreservation
