The Professional and Institutional Development Program is a proposal-based program which funds governance capacity development projects. Each Region of Indian and Northern Affairs Canada has an independent budget for the Professional and Institutional Development Program, for use in funding projects that will benefit the governance capacity of First Nations and Inuit communities in that Region. The objective is : To develop the capacity of First Nations and Inuit communities to perform core functions of government, by funding governance-related projects at the community and institutional levels. In 2006-2007, the P&ID Program replaced the Gathering Strength-Professional Development and the Indian and Inuit Management Development programs.

En 2006‑2007, le Programme DPI a remplacé Rassembler nos forces – Développement professionnel et le Programme de formation des gestionnaires indiens et inuit.

The goal of Indian Government Support programming is to provide bands with assistance for the establishment and maintenance of effective local governance and administrative systems and the provision of programs and services to their members. Indian Government Support is provided for a variety of functions, including : pension and benefit regimes for eligible band employees; capacity development and training; and, where feasible and desirable, the regional administration of programs and services through tribal councils. The Indian Government Support Programs include : Band Support Funding, Band Employee Benefits, Tribal Council Funding, Band Advisory Services, and Professional and Institutional Development.
