The Swan River Indian and Metis Association was first formed in 1961 and incorporated in 1969 as the Swan River Indian and Metis Friendship Centre. After the original building at 503 Main St. was destroyed by fire in 1969, the Centre moved to rented space. November 15th, 1972 capital funds were secured from the Secretary of State to purchase an existing building at 723 Main St. In May 1990, the Friendship Centre purchased and renovated another building. September 10th, 1990 the grand opening took place to celebrate the opening of the present building at 1413 Main St. East. In 1993 the name was changed to Swan River Friendship Centre Inc.

The Centre is a federally incorporated, not-for-profit charitable arts organization, administered by a Board of Directors, and based in Toronto, Canada. It has been managed since its inception by Founder and Executive Director, Bill Kirby. The focus of the CCCA's activity is the Canadian Art Database Project. The CCCA is essentially a ’virtual organization’, with no permanent staff and no permanent facilities. Manitoba Telephone System is partnering with the Garden Valley School Division in support of their Passport project. The Passport project is an on-line computer mediated system that provides course curriculum on-line and up to date employment information from the Canada Employment Centre. The Canada Employment Centre is also a partner in this project. Partnership funds were made available through the fund raising efforts of the Manitoba Chapter of the Telephone Pioneers of America.
