UISP was started in 1988, to further the education of students from developing countries. CIDA and Canadian universities confinanced scholarships. The universities were responsible for selecting students and for their stay in Canada. CIDA covered the costs of travel, tuition, accommodation, and books. At least 25% of the students were to be women in the first year, rising to 50% by the third year of the program. A second phase of UISP was launched in 1991, this time with the criteria that students coming to canada be from developing-country institutions already working with Canadian universities and that the field of study be related to an ongoing project of the Canadian and developing-country institutions. Le Programme de bourses des universités a vu le jour en 1988 pour favoriser la scolarisation des étudiants des pays en développement. L'ACDI et des universités canadiennes finançaient conjointement les bourses. Les universités étaient chargées de choisir les étudiants et de payer leur séjour au Canada. L'ACDI payait les frais de déplacement, de scolarité, d'hébergement, ainsi que les livres. Au moins 25 p. 100 des étudiants devaient être des femmes la première année. Cette proportion devait passer a 50 p. 100 durant la troisième année du programme. Une deuxième phase a été lancée en 1991, le critère étant cette fois que les étudiants admis au Canada viennent d'établissements du monde en développement qui collaboraient déjà avec des universités canadiennes et que leur champ d'étude soit lié à un projet en voie d'exécution par des établissements du Canada et des pays en développement.
