CSU 89 was created as the result of the fusion of CSU 8 and CSU 9. The two groups have different clients and still hold their own separate meetings. Part of Architectural and Engineering Services/Property and Facilities Management, Real Property Services. "On April 1, 1996, RPS formally implemented a new organizational model based on Client Service Units(CSUs) and Centres of Expertise(COEs). The CSUs are a dedicated organizational unit through which services are provided to a singular client or a portfolio of clients. The CSUs are supported by COEs which act as stewards of skills and knowledge in RPS business lines and program management. COEs manage a resource pool that may dedicate people on a full time basis to a particular CSU or provide services from ’home base’ to a number of CSUs. The CSUs are revenue centres and the COEs are cost centres. The NCA plays a national role and as such, the CSUs and COEs in the NCA are called National Client Service Units(NSCUs) and National Centres of Expertise(NCOEs). In addition to the provision of operational services to the NCA, the NCOEs formulate policy, establish national product standards, develop new/enhanced products and services for delivery to the CSUs and oversee their implementation. The NCOEs provide functional direction to Regional COEs in support of Real Property Services nationally. «En avril 1996, les SI ont officiellement adopté un nouveau modèle organisationnel fondé sur des unités de service à la clientèle (USC) et des centres d'expertise (CE). Les USC sont des unités organisationnelles qui fournissent des services à un client particulier ou à un portefeuille de clients. Les USC sont appuyées par des CE, qui leur fournissent les connaissances et les compétences nécessaires dans les différents secteurs d'activités des SI ainsi qu'en gestion des programmes. Les CE administrent une réserve de ressources et peuvent affecter du personnel à temps plein dans une USC donnée ou fournir des services à partir de l'administration centrale à un certain nombre d'USC. Les USC sont des centres de recettes et les CE, des centres de coûts. Le SCN jouant un rôle à l'échelle nationale, les USC et les CE du SCN sont appelés unités de service à la clientèle nationale (USCN)et centres d'expertise nationaux (CEN). En plus de fournir des services opérationnels au SCN, les CEN formulent des politiques, établissent des normes nationales relatives aux produits, élaborent des produits et des services nouveaux ou améliorés à l'intention des USC et en supervisent la mise en œuvre. Les CEN fournissent une orientation fonctionnelle aux CE régionaux afin d'appuyer les activités des Services immobiliers à l'échelle nationale.
