... software defined radio(SDR) is a technology capable of configuring a wireless device to work with any communications system, be it a cellular phone, a pager, a WI-FI transceiver, an FM or AM radio, a satellite communications terminal and even a garage door opener... And more importantly, the same technology can facilitate interoperability among the communications systems used by military, police and rescue-relief teams, who currently cannot always communicate with each other, even sometimes in critical, life-threatening situations because of incompatible radio systems.

SDR uses software to perform radio-signal processing functions instead of using discrete electronic components, or application-specific integrated circuits.

La radio réalisée par logiciel (RRL) est une technologie permettant de configurer un appareil sans fil pour le faire fonctionner avec n'importe quel système de communication, que ce soit un téléphone cellulaire, un téléavertisseur, un émetteur-récepteur Wi-Fi, une radio FM ou AM, un terminal de communication par satellite ou même une télécommande d'ouvre-porte de garage [...] Mais avant tout, cette technologie peut faciliter l'interopérabilité entre les systèmes de communication utilisés par les forces armées, les forces de l’ordre et les équipes de sauvetage et de secours qui, actuellement, ne sont pas toujours en mesure de communiquer entre elles, même en situation critique ou périlleuse, à cause de l'incompatibilité des systèmes radio.

La RRL utilise des logiciels pour exécuter des fonctions de traitement des signaux radio au lieu de recourir à des résistances, à des condensateurs, à des boucles d'asservissement ou à des circuits intégrés propres à une application.
