In 1994, the Council adopted the informal working name "World Customs Organization"(WCO) for the Customs Co-operation Council, in order to give a clearer indication of the nature and world-wide status of the Organization. The WCO has two official languages, English and French. However, Spanish is also used for Customs Valuation matters arising from the GATT/WTO Valuation Code. Spanish and Russian are used for the Customs Convention on Containers, 1972. Recently, Spanish was introduced as official language of the technical Committee of Rules of Origin.

Havana Charter was the charter of the defunct International Trade Organization(ITO). It was signed by 53 countries on March 24, 1948. It allowed for international cooperation and rules against anti-competitive business practices. The charter ultimately failed because the Congress of the United States rejected it. Elements of it would later become part of the General Agreement on Tariffs and Trade(GATT). The charter, proposed by John Maynard Keynes, was to establish the ITO and a financial institution called the International Clearing Union(ICU), and an international currency; the bancor. The Havana Charter institutions were to stabilize trade by encouraging nations to "net zero", with trade surplus and trade deficit both discouraged. This negative feedback was to be accomplished by allowing nations overdraft equal to half the average value of the country's trade over the preceding five years, with interest charged on both surplus and deficit.

Le GATT avait été signé en 1947, et prévoyait, en attendant la validation de la charte de La Havane, d'être appliqué. Cette charte abandonnée sera remplacée par la création de l'OMC (Organisation mondiale du commerce).

One frequently employed technique by which benefits are accorded under treaties to nationals is the "most-favoured nation" clause. A bilateral treaty containing such a clause confers upon the nationals of each contracting party treatment within the territory of the other as favourable as that given to the nationals of the "most-favoured" foreign state. An agreement to accord "national" treatment confers an even more favourable status, but this is more rare. These two clauses apply not only to the position at the time the treaty comes into force, but to any subsequent changes.

The Agreement was drawn up by the Intergovernmental Conference of the Tea Producing Countries for the establishment of an International Tea Promotion Association, which met in Geneva from 7 to 17 September 1976.(The Conference had been convened by the International Trade Centre UNCTAD/GATT.) In accordance with the provisions of the resolution adopted on 17 September 1976 by the Conference, the Governments of nine countries whose total volume of exports of tea accounted for more than two-thirds of the total volume of exports of tea of all countries qualified to participate in the Agreement had, as at 31 March 1977, notified the Director of the International Trade Centre UNCTAD/GATT their approval of the text of the agreement.

They were seen as ways to protect the weak from the bullying of the strong; to promote economically rational trade, instead of arbitrary favours; and to put coherent and predictable rules in place of a patchwork of mutually inconsistent and complex trading regimes.
