The World Customs Organization, established in 1952 as the Customs Co-operation Council, is an independent intergovernmental body with world-wide membership whose mission is to enhance the effectiveness and efficiency of Customs administrations... In 1994, the Council adopted the informal working name "World Customs Organization"(WCO) for the Customs Co-operation Council, in order to give a clearer indication of the nature and world-wide status of the Organization. The WCO has two official languages, English and French. However, Spanish is also used for Customs Valuation matters arising from the GATT/WTO Valuation Code. Spanish and Russian are used for the Customs Convention on Containers, 1972. Recently, Spanish was introduced as official language of the technical Committee of Rules of Origin.

The 149 Member World Customs Organization was established to improve the efficiency and effectiveness of Customs Administrations. The WCO adds value to the national economic wealth and social protection of its Members by encouraging a transparent and predictable Customs environment within which legitimate international trade may flourish and effective barriers to illicit goods and illegitimate trade may be raised.

A subgroup of the GATT established by the contracting parties on an ad hoc basis to study a particular facet of GATT work. Customarily, membership is specified on the basis of nationality with each country determining which individual will participate. Upon completion of their studies, working parties report back to the contracting parties or the council and may make recommendations on a course of action.

The Informal Advisory Group on the IDB was created by the GATT [General Agreement on Tariffs and Trade] Council to advise the Secretariat in the development of the IDB. All contracting parties were invited to attend meetings of the Group, whether or not they participated in the IDB.
