The World Data Centre for Greenhouse Gases(WDCGG) is a World Data Centre(WDC) operated under the Global Atmosphere Watch(GAW) programme of the World Meteorological Organization(WMO) by the Japan Meteorological Agency(JMA). In response to a request from WMO, the WDCGG was established at JMA in 1990.

WDCGG serves to collect, archive and distribute data on greenhouse gases... and other related gases... in the atmosphere and elsewhere as observed under the GAW programme.... The objectives of WDCGG are to assist scientific research, assessment and policy making for environmental issues, ultimately contributing to a reduction of societal environmental risks, and to meet the requirements of related environmental conventions.

[World Meteorological Organization]. GAW was established in 1989 as a coordinated system of networks of observing stations some of which began data-gathering in the 1950s and includes associated facilities and infrastructure encompassing measurement and related scientific assessment activities. The overall role of GAW is to supply basic information... indicative of the atmospheric environment that transcends specific issues. The measurement programme includes : greenhouse gases, ozone..., radiation... and optical depth, precipitation chemistry, chemical and physical properties of aerosols, reactive gases, radionuclides, and related meteorological parameters. National and international policy decisions affecting the environment in the 21st century will thus relay heavily on the scientific data gathered through GAW.

The World Meteorological Organization's(WMO) Global Atmosphere Watch Programme(GAW) has been established to provide information on changes in the chemical composition and related physical characteristics of the atmosphere to improve understanding and to predict future states of the earth's system on a global and regional basis. GAW coordinates the state-of-the-science measurements of the chemical and physical constituents of the atmosphere at levels extending from the surface to the stratosphere and at some of the most difficult locations on earth. These include solar radiation, specifically ultraviolet(UV) radiation, measurements.
