Oil sands ore is moved from the base mine dump pocket by conveyor and enters large rotating tumblers where the ore is slurried... to condition it for bitumen separation. Three global observing systems are currently in the planning and development stage. These are the Global Climate Observing System(GCOS) the Global Ocean Observing System(GOOS), and the Global Terrestrial Observing System(GTOS). Collectively, these systems are called the G3OS. Because of commonalities in the basic needs for collecting and managing both the observations(the data collected by the systems), and information about these observations(such as what insruments were used, observing practices and the quality of the data), the G3OS have agreed to cooperate with a single committee concerned with data and information management. The committee is known as the Joint Data and Information Management Panel(JDIMP).

The CLIVAR Upper Ocean Panel(UOP) met for the first time 18-19 December 1995 at Scripps Institution of Oceanography. The meeting was chaired by Dr Ants Leetmaa; a list of Panel members and invited experts can be found in Appendix A. The main objectives of this meeting were to review the Panel' s terms of reference, define immediate goals, outline a strategy to meet these, and begin to develop a list of scientific topics which the Panel will investigate. The first day was devoted largely to discussions of the terms of reference, relevant national and international planning activities, particularly those related to CLIVAR, WOCE and GCOS/GOOS, and the status of the various upper ocean observing systems in place.

The GPCC(Global Precipitation Climatology Centre) is a central element of the Global Precipitation Climatology Project(GPCP) which was established by the WMO/ICSU [World Meteorological Organization/International Council of Scientific Unions] Joint Scientific Committee for the World Climate Research Programme [WCRP] at its Seventh Session(Lisbon, March 1986). The GPCC itself was established in August 1988 at the "Deutscher Wetterdienst"("DWD", National Meteorological Service of Germany) starting with a research and development phase. The GPCC is now going to be operational, and it is operated by the DWD as a contribution to international climate observation and research activities. The GPCC has internationally defined functions. In the future, the GPCC will act as a GCOS [Global Climate Observing System] specified global data centre for precipitation, and in this role, it will continue to participate in the GPCP, as agreed by WCRP, GCOS, and DWD. It also co-operates with WCP-Water, Global Runoff Data Centre(GRDC), UNEP-GRID Programme, and FAO Water-Department.

In the Alberta Oil Sands Experimental Study, the most commonly used formulas, namely Briggs..., TVA 1971 and 1972... were selected to examine their predictive capability in determining the rise of the GCOS plume.

TVA 1971 and 1972. Two models for [delta]h were developed at the Air Quality Branch of the Tennessee Valley Authority by Montgomery et al (1971 & 1972). The formulas are based on a full-scale study of plume rise from a large electric generating plant. The first model follows that of Briggs and is based on the 2/3 law. The second however is not based on the 2/3 law but on a best fit to the experimental observations.
