The Director, HR team will keep the BLT abreast of any client issue, general direction and priority that might impact on service delivery.

Havana Charter was the charter of the defunct International Trade Organization(ITO). It was signed by 53 countries on March 24, 1948. It allowed for international cooperation and rules against anti-competitive business practices. The charter ultimately failed because the Congress of the United States rejected it. Elements of it would later become part of the General Agreement on Tariffs and Trade(GATT). The charter, proposed by John Maynard Keynes, was to establish the ITO and a financial institution called the International Clearing Union(ICU), and an international currency; the bancor. The Havana Charter institutions were to stabilize trade by encouraging nations to "net zero", with trade surplus and trade deficit both discouraged. This negative feedback was to be accomplished by allowing nations overdraft equal to half the average value of the country's trade over the preceding five years, with interest charged on both surplus and deficit.

Liberation Day is celebrated each year on May 5 in the Netherlands to mark the end of the German occupation during the Second World War. The nation was liberated largely by Canadian troops. On May 5, 1945, the Canadian General Charles Foulkes and the German Commander-in-Chief Johannes Blaskowitz reached an oral agreement on the capitulation of Germany in Hotel De Wereld in Wageningen. One day later, the capitulation document was signed in the auditorium of the Agricultural University located next to the hotel. After the liberation in 1945 the decision was made that Liberation Day was going to be celebrated every 5 years. Only in 1990, the day was declared a national holiday, on which the liberation would be commemorated and celebrated annually.

amparo : may be invoked against any provision, agreement or decision and, in general, against any action, omission or simple material act not based on a valid administrative regulation committed by public servants or organs which has violated, violates or threatens to violate any of those rights, as well as against arbitrary actions and acts or omissions based on wrongly interpreted or improperly applied regulations.(section 70).

CONT

amparo: may not be invoked: (a) against decisions and jurisdictional rulings of the judiciary; (b) against acts of the administrative authorities pursuant to judicial decisions, provided that such acts are carried out in accordance with the orders of the judicial authority in question; (c) against acts or decisions of the Supreme Electoral Court in electoral matters. (section 71).

Acción judicial breve y sumaria, destinada a garantizar los derechos y libertades constitucionales distintos de la libertad física (pues ella está protegida por el habeas corpus), que tiene un ámbito distinto del de los procesos ordinarios, por cuanto estos - por su propia naturaleza - no pueden satisfacer la urgencia de la restauración de los derechos presuntamente conculcados, lo cual es un elemento esencial en el proceso de amparo.

El amparo aparece por primera vez en América Latina en la constitución mexicana de Yucatán de 1840 y luego es retomado en todo su vigor por la de 1917. Esta ley fundamental al igual que la de Brasil, bajo la denominación de mandato de segurança le dan gran fuerza a la institución. Es de destacar la ley orgánica de amparo de Venezuela de 1985, la que constituye un verdadero código en la materia. Pero, a nivel de nuestro continente la Convención Americana sobre Derechos Humanos (Pacto de San José de Costa Rica) prevé la aplicación del amparo en su art. 24 a los países signatarios del mismo. Dicha disposición establece que toda persona tiene derecho a un recurso sencillo y rápido o a cualquier recurso efectivo ante los jueces o tribunales competentes que los ampare contra actos que violen sus derechos fundamentales reconocidos por la constitución, la ley o la presente Convención, aún cuando tal violación sea cometida por personas que actúen en ejercicio de sus funciones judiciales.

Canada and the EU signed a framework trade agreement at the December 1998 Canada-EU Summit covering two-way trade in animals, animal products, fish and fish products which provides for future mutual recognition of sanitary measures. This agreement allows recognition of equivalent sanitary measures for these products while maintaining high levels of protection of human and animal health. It will facilitate trade, and is supportive of the general objectives of the World Trade Organization(WTO) Sanitary and Phytosanitary(SPS) Agreement.

Au Sommet Canada-UE de décembre 1998. le Canada et l'Union européenne ont signé un accord cadre portant sur le commerce bilatéral des animaux, des produits d'origine animale, du poisson et des produits du poisson qui prévoit, à terme, la reconnaissance mutuelle des mesures sanitaires.
