The lines agree on a set of freight rates and any special rates for shippers and each line charges the same as the others. The ships used are of types suitable for the trade. In general, ship garbage resembles average municipal garbage. When it is generated near shore or in port it must be put ashore into dock-side reception facilities. When at sea, food wastes and other biodegradables may be "discharged" overboard under controlled conditions, but plastics... must be put ashore, no matter where they are generated. One type of waste presents a classification problem, namely dry bulk cargo residues such as grains, fertilizers, ores and others.
