The Convention on Wetlands is an intergovernmental treaty adopted on 2 February 1971 in the Iranian city of Ramsar, on the southern shore of the Caspian Sea. Thus, though nowadays the name of the Convention is usually written "Convention on Wetlands(Ramsar, Iran, 1971) ", it has come to be known popularly as the "Ramsar Convention"... In Canada, a Special Threat Assessment Group(STAG) was formed in 1976 as an interdepartmental committee to assess, prevent, contain or otherwise assist in the response to terrorist threats and incidents involving the use of nuclear, biological, or chemical agents. Chaired by an official of Health Canada, it is comprised of medical professionals and scientists charged with assessing a threat's credibility, feasibility, magnitude and potential of likely consequences, as well as helping to identiy the medical and physical resources required to respond. A Special Committee for the IGBP was created at the 21st General Assembly of ICSU in 1986 to plan for the International Geosphere-Biosphere Programme : A Study of Global Change(IGBP). The IGBP is a research programme with the objective to describe and understand the interactive physical, chemical and biological processes that regulate the total Earth system, the unique environment that it provides for life, the changes that are occurring in this system, and the manner in which they are influenced by human actions. A Scientific Committee was appointed in September 1990(as the successor to the Special Committee) to guide the implementation of the IGBP research. The Scientific Advisory Council(SAC) of the IGBP makes recommendations for the general policy of the Committee. The main mandate of the Secrétariat général is to offer the secretariat services of the Cabinet. The Secretariat liaises between departments, ministerial committees and the Conseil du trésor. It makes sure that the briefs and draft decrees are subject to the appropriate analyses before being submitted to the Cabinet. The Comité de législation is one of the standing ministerial committees of the Cabinet. Under its enabling order, the Committee is mandated to prepare, on behalf of the Conseil exécutif, opinions on the legislative or regulatory implications of the memorendums and other documents that it receives from the Conseil exécutif, the Secretary General of the Conseil exécutif, or the Chair of the Comité de législation. The International Day for Biological Diversity(or World Biodiversity Day) is a UN-sanctioned international holiday for the promotion of biodiversity issues. It is currently held on May 22. From its creation by the Second Committee of the UN General Assembly in 1993 until 2000, it was held on December 29 to celebrate the day the Convention on Biological Diversity went into effect. On 18 April 1982, on the occasion of a symposium organized by ICOMOS Tunisia and a corresponding meeting of the Bureau in Hammamet, it was suggested that a day be established to celebrate the diversity of heritage throughout the world. From this idea, the International Day for Monuments and Sites was born. This project was approved by the Executive Committee who also provided practical suggestions to the National Committees on how to organize this day. When Catholic Missionaries first arrived in Canada, they had a lot of trouble trying to figure out how to give the Bible to the aborigines. Not only were the phonettes of many First Nations languages quite beyond the scope of the alphabet, these people had no written system of their own. The missionaries therefore developed a general syllabary for use among the aborigines. Although it might seem strange to use a syllabary instead of an alphabet, in actual fact most writing traditions develop as syllabaries instead of alphabets. The missionaries probably chose to use a syllabary because it is conceptually simpler, and therefore a better introduction to the principle of writing for peoples who had no previous exposure to such a practice. The Canadian Aboriginal Syllabics system consists of a variety of geometric shapes. Each shape is associated with a consenant, and its spatial orientation is associated with a vowel. Today, the Canadian Aboriginal Syllabics are used as the primary means of codifying many First Nations languages. A Unicode chart helps maintain the use of these languages into the 21st Century, and supports computer use and a web presence for these nations. The characters in this code block are a unification of various local syllabaries of Canada into a single repertoire based on character appearance. The syllabics were originally invented in the late 1830s by James Evans for Algonquian languages, and then adopted and altered by various communities and linguistic groups. The primary used community for this script consists of several aboriginal groups throughout Canada, including Algonquian, inuktitut and Athapascan language families. The script is also used by government agencies and in business, education and media. The Hugo Award, also known as the Science Fiction Achievement Award, is given annually by the World Science Fiction Society(WSFS).
