Necessity and proportionality have always been core principles of both branches of the jus belli principles that apply to both the authority to employ military force and the regulation of actual employment. However, in the jus ad bellum context, they have never before been viewed as principles to regulate operational and tactical execution. Instead, in that context they frame the legality of national or multinational resort to military force in self-defense. Once the decision is made to employ force pursuant to this authority, the jus in bello variant of these principles (necessity of the mission and proportionality of collateral damage) operate to regulate the application of combat power during mission execution (in other words, they provide the foundation for the regulation of the application of combat power in the context of the self-defense-justified mission).

If a frost period is sufficiently severe to end the growing season or delay its beginning, it is commonly referred to as a "killing frost." Because frost is primarily an event that occurs as the result of radiational cooling, it can occur with standard observing level temperature (at 5 feet above ground) in the mid to upper 30’s.

This paper presents a simple and effective method for matching two uncalibrated images. Corner points are firstly extracted as interest points in the two images. Each interest point is assigned one dominant orientation. The initial set of point matches is then obtained by singular value decomposition of a correspondence strength matrix. A new expression of this matrix is introduced to handle more complicated imaging conditions. Each element of this matrix is the similarity measure between two interest points. The new similarity measure is invariant to image rotation by taking into account the dominant orientation of the two interest points. The epipolar geometry constraint is finally imposed to reject the false matches. Experimental results on real images show this approach to be effective for general image matching.

A species is said to be more reactive or to have a higher reactivity in some given context than some other(reference) species if it has a larger rate constant for a specified elementary reaction. The term has meaning only by reference to some explicitly stated or implicitly assumed set of conditions. It is not to be used for reactions or reaction patterns of compounds in general. The term is also more loosely used as a phenomenological description not restricted to elementary reactions. When applied in this sense the property under consideration, may reflect not only rate, but also equilibrium, constants.
