Havana Charter was the charter of the defunct International Trade Organization(ITO). It was signed by 53 countries on March 24, 1948. It allowed for international cooperation and rules against anti-competitive business practices. The charter ultimately failed because the Congress of the United States rejected it. Elements of it would later become part of the General Agreement on Tariffs and Trade(GATT). The charter, proposed by John Maynard Keynes, was to establish the ITO and a financial institution called the International Clearing Union(ICU), and an international currency; the bancor. The Havana Charter institutions were to stabilize trade by encouraging nations to "net zero", with trade surplus and trade deficit both discouraged. This negative feedback was to be accomplished by allowing nations overdraft equal to half the average value of the country's trade over the preceding five years, with interest charged on both surplus and deficit.

Le GATT avait été signé en 1947, et prévoyait, en attendant la validation de la charte de La Havane, d'être appliqué. Cette charte abandonnée sera remplacée par la création de l'OMC (Organisation mondiale du commerce).

This paper presents a simple and effective method for matching two uncalibrated images. Corner points are firstly extracted as interest points in the two images. Each interest point is assigned one dominant orientation. The initial set of point matches is then obtained by singular value decomposition of a correspondence strength matrix. A new expression of this matrix is introduced to handle more complicated imaging conditions. Each element of this matrix is the similarity measure between two interest points. The new similarity measure is invariant to image rotation by taking into account the dominant orientation of the two interest points. The epipolar geometry constraint is finally imposed to reject the false matches. Experimental results on real images show this approach to be effective for general image matching.

The Canadian Forces Logistics Association(CFLA) is a national, non-profit organization whose mission is to further the interest of and to attain the greatest possible efficiency in the Logistics Branch in particular and the Canadian Forces in general. The CFLA is a member of the Conference of Defence Associations(CDA) and in this capacity works with CDA and member associations in shaping defence policy. The Association seeks to achieve its mission through the efforts of its members by disseminating relevant information, developing positions on key issues, and implementing change initiatives through contacts and campaigns with the decision makers within the Canadian Forces, the Department of National Defence and Parliament. Membership in the Association is open to all ranks, who are serving or retired members of the regular and reserve force who have served in or with logistics units in the Navy, Army or Air Force.

Is the HSB a special case? Is it possible to generalise the analysis of the HSB movement and to extend it to other organisations, or is this housing co-operative federation a very special case? It is the contention of this paper that the results are of general interest and with relevance for a wide range of organisations, especially those within the non-profit and voluntary sectors. Of course, it is not possible to, within the limits of this paper, to prove this. However, some indications in favour of this position will be put forward. This circumstantial evidence concern three other Swedish organisations-one a formally non-profit building company, one fund which collects money in order to support research for a cure against cancer, the third being the Union for asthmatics and allergics.
