The Public Prosecution Service of Canada(PPSC) is a federal government organization, created on December 12, 2006, when the Director of Public Prosecutions Act, Part 3 of the Federal Accountability Act, came into force. The PPSC fulfills the responsibilities of the Attorney General of Canada in the discharge of his criminal law mandate by prosecuting criminal offences under federal jurisdiction and by contributing to strengthening the criminal justice system. In this regard, the PPSC assumes the role played within the Department of Justice Canada by the former Federal Prosecution Service(FPS), and takes on additional responsibilities for prosecuting new fraud offences under the Financial Administration Act as well as offences under the Canada Elections Act. One trained and licensed to prepare, manage, and either prosecute or defend a court action as an agent for another and who also gives advice on legal matters that may or may not require court action. Many of the terms listed above may be used interchangeably depending on the jurisdiction. These titles, and the rank and powers attributed to them, vary significantly from province to province and from state to state, thus necessitating a careful check of the pertinent jurisdiction's usage before choosing a term for a legal text. The following trends may be noted. "Lawyer" is a generic term. "Counsel", frequently used in Canada, may be a general term, or may refer more specifically to a lawyer who can plead in court. A "barrister" is a courtroom lawyer as opposed to a "solicitor" who is basically an office lawyer.(In Canada, both of these functions may be carried out by the same person). In some jurisdictions, "attorney" is used as a synonym of "lawyer", but in others, "attorney" becomes synonymous with "solicitor". Moreover, an "attorney-at-law" may sometimes plead in court. Many rules of general international law and treaty provisions are concerned to confer or describe spheres of state competence and employ concepts such as territorial sovereignty, sovereign rights, jurisdiction, contiguous zone..., and power of administration. In these instances activities by a state exercising such a competence which cause harm to other states may raise issues comparable to the control of discretionary powers of ministers and public bodies in municipal law.
