The General Assembly [of the United Nations] decided... to convene a United Nations Conference on Desertification, between 29 August and 9 September 1977, which would produce an effective, comprehensive and co-ordinated Plan of Action to Combat Desertification.... The immediate goal of the Plan of Action to Combat Desertification is to prevent and to arrest the advance of desertification and, where possible, to reclaim desertified land for productive use.
