Principles have a dimension that rules do not - the dimension of weight or importance. When principles intersect (the policy of protecting automobile consumers intersecting with principles of freedom of contract, for example). one who must resolve the conflict has to take into account the relative weight of each. (It is an integral part of the concept of a principle that it has this dimension, that it makes sense to ask how important or how weighty it is. Rules do not have this dimension. We cannot say that one rule is more important than another within the system of rules, so that when two rules conflict one supersedes the other by virtue of its greater weight. If two rules conflict, one of them cannot be a valid rule. (Dworkin, 1977, pp. 26-7).

A rate law is an algebraic expression giving the flux through a process in terms of the molecular abundances or concentrations of the molecules involved and perhaps including a number of other physical forces. Perhaps the most famous rate law in biology is the Henri-Michaelis-Menten rate law... Ohm's law is a more widely encountered example... Other famous linear rate laws are bulk flow, and diffusion. These and many others can be seen as special cases of the general principle that fluxes are driven by gradients in chemical potential. The simplest rate law of all is the linear, first order rate law kS which embodies the physical-chemical principle of mass action. Here k is the rate constant, and S is the concentration of the molecule that is moved or transformed by this process.

The International Ocean Institute has the honour to announce the "Arvid Pardo Award" for Research on the Concept of the Common Heritage". This Award was created by the Institute in 1992 and first awarded in 1997. Through this award the International Ocean Institute wishes to pay tribute to Arvid Pardo, the father of the contemporary Law of the Sea, the inspirer of the pacem in Maribus Conferences and the International Ocean Institute. It was the global vision, knowledge and intellectual integrity of Arvid Pardo, together with his lucid presentation of the proposals in 1967, that convinced the United Nations General Assembly to convene the Third United Nations Conference on the Law of the Sea. Special tribute must be paid to Arvid Pardo for his imagination and clear justification of the principle of the Common Heritage of Mankind in his presentations to the General Assembly and subsequently during the initial considerations thereof.
