A Special Committee for the IGBP was created at the 21st General Assembly of ICSU in 1986 to plan for the International Geosphere-Biosphere Programme : A Study of Global Change(IGBP). The IGBP is a research programme with the objective to describe and understand the interactive physical, chemical and biological processes that regulate the total Earth system, the unique environment that it provides for life, the changes that are occurring in this system, and the manner in which they are influenced by human actions. A Scientific Committee was appointed in September 1990(as the successor to the Special Committee) to guide the implementation of the IGBP research. The Scientific Advisory Council(SAC) of the IGBP makes recommendations for the general policy of the Committee. It is composed of scientists nominated by National IGBP Committees and representatives of the members of ICSU in all categories.

The Voluntary Fund for Technical Cooperation in the Field of Human Rights was established in 1987 by the Secretary General. It is funded from voluntary contributions and provides technical cooperation to countries upon Government's request. Projects are implemented within the framework of the Technical Cooperation Programme, administered by the Office of the United Nations High Commission for Human Rights. A Board of Trustees was created in 1993 to assist in fund-raising and to provide expert advice and support for the Voluntary Fund. The IOC Cruise Summary Report is a general purpose form for reporting on measurements and samples collected at sea. It is used to support a global, first level, inventory of data collected at sea and to provide ready access for scientists, programme managers on who has collected what, where and when.

OBS

ROSCOP (Report of Observations/Samples collected by Oceanographic Programmes) was conceived by IOC in the late 1960s in order to provide a low level inventory for tracking oceanographic data collected on Research Vessels etc. The ROSCOP form was extensively revised in 1990, and was re-named the CSR (Cruise Summary Report), but the name ROSCOP still persists because of its love-hate relationship with many marine scientists.

Prior to the armistice, in October 1950, the United Nations General Assembly established the United Nations Commission for the Unification and Rehabilitation of Korea(UNCURK) consisting of seven Member States to represent the United Nations in bringing about the establishment of a unified, independent and democratic government of Korea. In February 1951, the United Nations Korean Reconstruction Agency(UNKRA) came into operation to help the Republic of Korea and its people toward the restoration of their war-wrecked economy. These agencies ceased to exist in 1973 and 1958, respectively. UNDP started its programme in Korea in 1963 as an offshoot of earlier UN operations, i. e., United Nations Technical Assistance Board and United Nations Special Fund.

The United Nations General Assembly decided to hold in 1981 the first United Nations Conference on the Least Developed Countries in Paris. At that Conference the international community unanimously adopted the Substantial New Programme of Action for the 1980s for the Least Developed Countries(SNPA), containing guidelines for domestic action by LDCs, which were to be complemented by international support measures. However, despite major policy reforms initiated by many LDCs to carry out a structural transformation of their domestic economies, and supportive measures taken by a number of donors in the areas of aid, debt and trade, the economic situation of these countries as a whole worsened during the 1980s.
