In its judgment, the Court of Appeal attempted to define the extent of the language duties imposed on institutions of the province of New Brunswick in relation to bilingualism in the courts, applying the modern approach to statutory interpretation. The Japan Foundation was established in 1972 as a special legal entity under the auspices of the Ministry of Foreign Affairs for the purpose of promoting mutual understanding and friendship on the international scene.
