A Special Committee for the IGBP was created at the 21st General Assembly of ICSU in 1986 to plan for the International Geosphere-Biosphere Programme : A Study of Global Change(IGBP). The IGBP is a research programme with the objective to describe and understand the interactive physical, chemical and biological processes that regulate the total Earth system, the unique environment that it provides for life, the changes that are occurring in this system, and the manner in which they are influenced by human actions. A Scientific Committee was appointed in September 1990(as the successor to the Special Committee) to guide the implementation of the IGBP research. The Scientific Advisory Council(SAC) of the IGBP makes recommendations for the general policy of the Committee.
