[Tthe Order of Military Merit] was established on July 1, 1972 to recognize a career of exceptional service or distinctive merit displayed by the men and women of both the Regular and Reserve Forces. The three levels of membership--Commander, Officer and Member--reflect long-term, outstanding service with varying degrees of responsibility. The Queen of Canada is the Sovereign of the Order, and the Governor General is the Chancellor and a Commander of the Order. The Principal Commander of the Order is the Chief of Defence Staff.

Although the acronym "O.M.M." is sometimes used for the "Order of Military Merit," it is incorrect. It stands for "Officer of the Order of Military Merit."

Canada has diplomatic and consular offices in over 270 locations in approximately 180 foreign countries. These offices provide a variety of services, although not all offices provide every service. United Nations Committee of Experts on Salary, Allowances and Leave Systems, the Flemming Committee, decided in 1949 that "Salaries and wages for locally engaged staff should be fixed and paid in local currency and should be sufficiently high to recruit and retain staff of high quality and standing. This means that, generally speaking, a local salary and wage scale should be equivalent to the best prevailing local rates". This concept has come to be known as the Flemming Principle.
