Changes in responsibilities continued through the late 1960s. In 1969, as recommended by the Glassco Commission, the position of Comptroller of the Treasury was abolished and departments took responsibility for certifying and authorizing expenditures. The Comptroller's office became part of the Department of Supply and Services. This function remained in PWGSC [Public Works and Government Services Canada] as the Receiver General of Canada. In 1978 as part of the government's response to the Auditor General' s Report, a new Office of the Comptroller General was established. While similar in name to the former Comptroller of the Treasury the function was different. The Comptroller General reported to the Treasury Board on financial management program evaluation and internal audit in government departments. As part of this reorganization [in 1993, ] the Office of the Comptroller General of Canada which had existed as a distinct organization separate from the Treasury Board Secretariat since 1978 was amalgamated with the Secretariat and the title and responsibilities for both were delegated to a single individual –Secretary of the Treasury Board and Comptroller General of Canada. In June 2004, following the appointment of the new Comptroller General, a new Office of the Comptroller General( OCG) was established as a distinct organization in TBS [Treasury Board Secretariat]. Les responsabilités ont continué de changer jusqu'à la fin des années 1960. En juin 2004 par suite de la nomination du nouveau contrôleur général, le Bureau du contrôleur général (BCG) a été créé à titre d'organisation distincte à l'intérieur du SCT [Secrétariat du Conseil du Trésor]. When the Business Partnering Model was first presented, the role of a broker within the Director, Human Resources’ team had been developed whose responsibility was routing all requests to the appropriate service centre, tracking all requests to ensure service standards were met, and providing information to managers and the team on the status of individual service transactions. After long discussions, the broker role was replaced by a Business Line Team(BLT). This team is part of the Organization and Resourcing Services. On a matrix basis, a team will be set up for each client Branch/SOA. Headed by a Senior Consultant, reporting to the Resourcing Manager, the team represents a mix of skills and resources to meet client needs as defined by a service agreement negotiatied by the Director, Human Resources. The Senior Consultant, BLT and his/her team will work in partnership with the Director, HR team and will provide constant feed back on results and issues impacting service delivery to the client. Members of the BLT team are at all levels of the organization from support to officer. The make up of the Business Line Team is reviewed annually based on client business plans and service agreements. The Business Line Team is the client's single point of access for staffing, organization design and classification request. It is also responsible for providing these services in the most strategic and cost-efficient way for the client. Une équipe sera formée pour chaque direction générale ou OSS client sur une base matricielle. Dirigée par un conseiller principal relevant du gestionnaire, Ressourcement, l'équipe représente un agencement de compétences et de ressources visant à répondre aux besoins des clients, tels qu'ils sont établis dans l'entente de service négociée par le directeur des Ressources humaines. Le conseiller principal de l'ESA et son équipe travailleront en partenariat avec l'équipe du directeur des Ressources humaines et lui fournira continuellement de l'information sur les résultats et sur tout problème touchant la prestation des services au client. Les membres de l'ESA sont de tous les niveaux de l'organisation, de l'employé de soutien à l'agent. La constitution de l'ESA est revue chaque année en fonction des plans d'activités des clients et des ententes de service.
