Under the AZMF [Air Zone Management Framework], progressively more rigorous actions are to be implemented at an air zone level as air quality approaches or exceeds the CAAQS [Canadian Ambient Air Quality Standards]. Four "management levels, "covering all PM2. 5 and ozone concentrations, provide general guidance on the nature of the management, monitoring and reporting actions to be implemented in air zones.

Management levels are colour-coded. The green management level corresponds to good air quality. As the air quality deteriorates, the management level goes from green, to yellow, to orange and finally to red.
