Of course, NASA probably could have done something similar in the late 1980s if only they had proposed a small space platform in 1984 rather than a monster Space Station. For example, the Marshall Space Flight Center's Science and Applications Space Platform from 1982 would have cost an estimated $500 million to develop. The manned version... would have been slightly more expensive but still far cheaper than the(then-) $8-billion international space station eventually chosen by Reagan. But SASP would have been less controversial due to its lower cost, and several platforms could have been built for different missions--including polar platforms, GEO and lunar orbit.

Solar Orbital Transfer Vehicle(SOTV) GA is a major subcontractor to Boeing on the SOTV, a space vehicle that can efficiently transport space payloads from Low Earth Orbits(LEO) to Geosynchronous Orbits(GEO) while providing kilowatts of electrical power. A solar concentrator heats a graphite receiver up to temperatures of 2400 K. Heat from the graphite receiver is used to heat thermionic converters, which produce efficient, reliable electrical power. Alternately, hydrogen can be passed through passages within the graphite receiver, expanded out a nozzle and used to produce highly efficient propulsion. The SOTV has the potential to double the delivered payload mass to GEO.

High data rate intersatellite communications will be needed in applications such as short range links between clusters of satellites in one or adjacent orbital slots, medium range links forming a network in LEO(Low Earth Orbit) and MEO(Medium Earth Orbit) constellations, and longer links between GEO(Geostationary Orbit) satellites. This requires optical intersatellite links or satellite to ground communications links with digital data transfer at 10 Gbps at ranges of 10 000 kilometres.

OBS

Optical intersatellite links offer higher data rates than microwave alternatives. There is no requirement for spectrum approval and interference threats are minimal with laser communications.

From its geo-stationary(GEO) orbit 36, 000 km above the Earth, ARTEMIS can be in constant communication with satellites in LEO for long periods through its Optical Data Relay(ODR) and S-Ka band data relay(SKDR) payloads. The prime users for the optical link will be the SPOT-4 while the ESA's ENVISAT polar platform will be the prime user for the S/Ka link. Under an ESA/NASDA agreement, ARTEMIS will also serve Japanese spacecraft and the Japanese module of the International Space Station.
