Service agencies are a specialized form of departmental corporations established through tailored legislation to perform a highly operational function or service for which there is usually no private sector competition. Service agencies are financed through parliamentary appropriations and user fees. Each service agency's governing management boards and individual organizational arrangements and responsibilities are prescribed by its legislation and, as a consequence, each has varying levels of autonomy.

The Policy Framework for Radioactive Waste consists of a set of principles governing the institutional and financial arrangements for the disposal of radioactive waste, including nuclear fuel waste, by waste producers and owners. The federal government has the responsibility to develop policy, to regulate, and to oversee producers and owners to ensure that they comply with legal requirements and meet their funding and operational responsibilities in accordance with approved waste disposal plans.

The Forum provides for the effective participation of non-governmental organizations, community-based organizations, urban professionals, academics, governments, local authorities and national and international associations of local governments. It gives all partners a common platform in the conceptual, preparatory and formal discussions. The WUF differs from UN governing bodies because it does not follow the formal rules of procedure that usually govern official UN meetings. The working arrangements of the Forum are deliberately kept simple and relatively informal to generate a healthy and inclusive debate on urban issues.

The BATIC Agreement serves as the framework governing all British military training in Canada. The agreement lays out over-arching responsibilities and obligations for both Canada and the UK [United Kingdom]. It also guides all subsequent arrangements outlining the terms and conditions on British Armed Forces training at individual Canadian Forces bases... Under the BATIC Agreement, the UK is required to pay proportionate and appropriate costs for any environmental clean-up and site restoration, as well as the clearance and disposal of unexploded ordinance. This agreement will remain in force indefinitely, unless terminated by one party.

As further examples of servitudes one may take the rights of access actually enjoyed with respect to enclaves. Three instances are available, those along the Dutch-Belgian frontier, those of Portugal in India, and West Berlin. The importance of tacit arrangements as creating rights is illustrated by the Rights of Passage case decided by the International Court of Justice with respect to the enclaves of Portugal in India which are separated from Goa. These were acquired by treaty in 1779, from a local Indian prince, whose successor in title, Great Britain, permitted access. Portugal relied on a local custom of access and also on general customary law concerning access. The Court upheld Portugal' s limited right of access as the outcome of "a practice clearly established between two States which was accepted by the Parties as governing the relations between them. "The right of access to Berlin is not completely guaranteed in the documents relating to Allied occupation of the city, but is alleged to be incidental to the right to be in Berlin.
