The Intergovernmental Conference to Adopt a Global Programme of Action for the Protection of the Marine Environment from Land-based Activities was convened by the Executive Director of the United Nations Environment Programme(UNEP) pursuant to Governing Council decision 17/20 of 21 May 1993, in which the Council authorized the Executive Director to organize a structured and sequenced preparatory process leading to a two-week intergovernmental meeting in late 1995 for the purpose of adopting a programme of action for the protection of the marine environment from landbased activities. The Conference, which was the final meeting in the process, was held in Washington, D. La Conférence intergouvernementale chargée d'adopter un programme d'action mondial pour la protection du milieu marin contre la pollution due aux activités terrestres a été convoquée par le Directeur exécutif du Programme des Nations Unies pour l'environnement (PNUE) conformément à la décision 17/20 du Conseil d'administration, en date du 21 mai 1993, dans laquelle le Conseil autorisait le Directeur exécutif à organiser un processus préparatoire structuré et par étape, devant aboutir à une réunion intergouvernementale de deux semaines à la fin de 1995 dont le but serait d'adopter un programme d'action pour la protection du milieu marin contre la pollution due aux activités terrestres. The Stockholm Conference on the Human Environment, convened by the United Nations in 1972 to consider the condition of the environment, called for an international mechanism for the exchange of environmental information. The result was The International Referral System(IRS), later renamed INFOTERRA, The Global Environmental Information Exchange Network, established in 1975 by a decision of the third session of the Governing Council of UNEP. Together with IRPTC, the Global Environmental Monitoring System(GEMS) and the Global Resource Information Database(GRID), INFOTERRA is a complement of UNEP's Earthwatch Programme and therefore plays an important part in fulfilling UNEP's global mandate of monitoring, assessment and dissemination of information on the environment, catalysing and spurring others to action at international, regional and national levels. 1, record 3, English, - The%20Global%20Environmental%20Information%20Exchange%20Network
