The General Agreement on Trade in Services(GATS) is the first multilateral agreement covering trade in services. It was negotiated during the last round of multilateral trade negotiations, called the Uruguay Round, and came into force in 1995. The Stockholm Conference on the Human Environment, convened by the United Nations in 1972 to consider the condition of the environment, called for an international mechanism for the exchange of environmental information. The result was The International Referral System(IRS), later renamed INFOTERRA, The Global Environmental Information Exchange Network, established in 1975 by a decision of the third session of the Governing Council of UNEP.
