Afin que l'appareil gouvernemental puisse continuer de fonctionner jusqu'à la fin de juin, le gouvernement dépose un projet de loi de crédits provisoires à la fin de mars, lequel est habituellement approuvé vers le 1er avril. En général, ce projet de loi permet de libérer au moins les 3/12e de chacun des crédits compris dans le Budget des dépenses principal et, pour les crédits dont on a surtout besoin au début de l'exercice, des fractions (douzièmes) supplémentaires. Ces fractions additionnelles peuvent être nécessaires, par exemple, dans le cas d'un programme d'emploi d'été, où il faut effectuer les dépenses entre les mois d'avril et de septembre. The financial reports produced by the central accounting system generally include only cash transactions.
