With my approval and full support, the process to implement the department's Health and Safety Strategic Plan 2001 has begun. This plan not only provides Public Works and Government Services Canada(PWGSC) with the ability to meet all current health and safety requirements, but offers a proactive approach to health and safety issues in the workplace. This major departmental initiative was introduced by the National Health and Safety Committee. Key to its successful implementation is the active participation of the department's Regional/Area Health and Safety Committees, and Workplace Health and Safety Committees and Representatives. The Strategic Plan's goal is for the achievement of the following six major objectives relating to health and safety by the year 2001 :-PWGSC employees are to be fully aware of their rights, responsibilities and accountabilities with respect to health, safety and environmental protection.-PWGSC worksites are to meet or exceed applicable safety, health and environmental protection standards.-A policy framework is to be developed that will reflect the overall mandate of the federal public service with regard to safety, health and environmental protection, while providing clear departmental direction that is consistent with the aims and objectives of regulatory requirements.-Every workplace is to establish and maintain a Prevention Program.-A Safety Management Information System is to be developed. It will be capable of tracking, recording, analyzing and measuring health and safety system efforts, prevention initiatives, and due diligence and compliance activities.-Appropriate environment, safety and health organizational structures and relationships are to be established.

To simplify the way business complies with Ontario government regulations, a "Clearing the Path" project was initiated to help businesses. The project offers entrepreneurs an easy-to-use computerized registration system to prepare, transmit and comply with government. Clearing the Path collects essential business information only once. It then sends out to each program area what is needed for processing and approval. Participating ministries and agencies agree on performance standards so that clients are aware of time cycle and the process. In all cases, the service and time standards are dramatically improved.

Imperial Munitions Board, established November 1915 in Canada by the British Ministry of munitions, with Canadian government approval. Headed by J. W. Flavelle, a prominent Toronto businessman, the board was responsible for letting contracts on behalf of the British government for the construction of war materials in Canada. It began to establish "national factories, "which it owned outright, to produce munitions that private manufacturers were unable to turn out. Under IMB direction Canada produced a wide variety of war materiel including shells, ships, explosives and training planes. The IMB was dissolved in 1919.
