The World Health Organization(WHO) has reported that 80% of vaccine sales come from just five large multinational corporations, formed as a result of mergers and acquisitions in recent decades. It said :"Many of the individual vaccine markets are monopolies or oligopolies, either by product or presentation. "In this market environment, the balance between supply and demand needs to be closely monitored, leading the WHO to advocate for "constant management and communication between market actors" to guarantee sufficient supply of vaccines. Without an open procurement process, it's extremely difficult for the government and public to know if the procurement in these tight market conditions is being managed in their best interests as effectively as possible. 2, record 3, English, - open%20procurement%20process

Infrastructure Canada. The tools of the Building Canada plan include a number of flexible initiatives and targeted programs that balance regional needs with national priorities. Sustained base funding will allow governments to plan for the longer-term and provide flexibility, while distributed program and nationally-targeted funding balance national, regional and local infrastructure priorities. The Building Canada plan also includes three new national infrastructure programs. The Gateways and Border Crossings Fund and the Public Private Partnerships Fund(P3 Fund) are targeted investment programs, focused on addressing specific national priorities. The third new program, the Building Canada Fund, is the new flagship infrastructure program of the Government of Canada. It complements the other funding programs by providing a balanced response to addressing local and regional infrastructure needs, while always advancing national priorities that are important to all Canadians. 1, record 15, English, - Building%20Canada%20plan

Infrastructure Canada. 1, record 15, French, - plan%20Chantiers%20Canada

A statement which discloses the government's cash balances and investments, and amounts owing to and by the government at the end of the year. It differs in some ways from a conventional private sector balance sheet. Two major differences concern items that are not reported on this statement : capital assets, having been accounted for as expenditures, and tax revenues receivable since tax revenues are reported on a cash basis. The difference, therefore, between total assets and total liabilities is simply the aggregate of annual budgetary deficits and surpluses determined in accordance with the accounting policies of the government. 2, record 26, English, - Statement%20of%20Assets%20and%20Liabilities

1, record 26, French, - %C3%89tat%20de%20l%27actif%20et%20du%20passif

The balance of opinion in the conferences was that government should not take an indiscriminate "slash and burn" approach to cut spending-especially in light of continuing concerns about Canada's economy.
