The Western Canada Concept was a Western Canadian political party founded in 1980 to promote the separation of the provinces of Manitoba, Saskathewan, Alberta and British Columbia and the Yukon and Northwest Territories from Canada in order to create a new nation. The party's concerns centred on perception that Western Canada could not receive fair treatment while the interests of Quebec and Ontario dominated Canadian politics. The party gained popularity in Alberta when western alienation was at its height following the federal Liberal government announcement of the National Energy Program in October 1980. This policy aimed to ensure low energy costs for Canadian industry and consumers, a policy that would not benefit Alberta, Canada's major producer of oil and gas.

A primary goal of the plan is to reserve the downward trend in waterfowl populations by returning their numbers to those recorded in the 1970s. In order to achieve this goal, the plan works to secure, restore or enhance priority wetlands and maintain some of the current wetland uses to which waterfowl have adapted, such as farming and ranching.

In New Brunswick and in British Columbia the federal government is funding the Self-Sufficiency Project, a controlled experiment designed to determine the effectiveness of an earnings supplement for single-parent social assistance recipients who take jobs and agree to leave social assistance. The intervention being tested is a limited temporary supplementation of participants’ earned incomes for a three year period in order to support the transition from welfare to work. This project is being managed by the Social Research and Demonstration Corporation. The project started in the fall of 1992 and is expected to span an eight-year period consisting of five years of operations with three years of follow-up research.
