Where a combination occurs, a government agency may be responsible for buying one or two grains, with the private sector being responsible for other grains.

In direct negotiations a government buying agency can take advantage of government-to-government credit agreements, trade agreements or other forms of diplomatic assistance. Purchases negotiated on a government-to-government basis imply a commitment by both governments. Buying negotiations may be carried out by senior government ministers and grain purchases may be a part of a trade agreement. The size of a government agency's purchases may give it leverage in its negotiations with a selling agency. Buying agencies may be able to get a supply commitment covering several years.
