Regional offices expect headquarters to communicate with them in the official language of their choice, especially since there is a greater pool of bilingual positions in the federal Public Service in the NCR [National Capital Region], and it is the region where government policy originates.

An administrative designation at Public Works and Government Services Canada(PWGSC). The new organization(1995), which PWGSC designated "National Capital Area", includes the former administrative units called "headquarters" and "National Capital Region". The PWGSC administrative unit titled the "national capital area", or "nca", from 1995 to 2000 at the request of the then Deputy Minister, and "National Capital Area", or "NCA", since 2000, is not to be confused with the geographic designation "National Capital Region".(Information provided by the Communications Branch, PWGSC).
