The Buy American Act was passed in 1933 by the U. S. Congress, which required the United States government to prefer U. S.-made products in its purchases. Other pieces of Federal legislation extend similar requirement to third-party purchases that utilize Federal funds, such as highway and transit programs. In certain government procurements, the requirement purchase may be waived if purchasing the material domestically would burden the government with an unreasonable cost(the price differential between the domestic product and an identical foreign-sourced product exceeds a certain percentage of the price offered by the foreign supplier), if the product is not available domestically in sufficient quantity or quality, or if doing so is in the public interest. A brain-child of UNDP, the TOKTEN programme was initiated in 1977 to compensate for the ill effects of the "brain drain" syndrome through the concept of bringing back talents to their home country. Throughout its existence, TOKTEN has proven to be a cost-effective and innovative modality to transfer knowledge to over 30 developing countries in a wide spectrum of fields. TOKTEN funds the services of expatriate national experts for well prepared short-term assignments, usually one to three months, with selected host institutions in the government, academic and research institutions, private sector and non-governmental organisations in developing countries. Financing of local government roads is intrinsically linked to fiscal decentralization. The financial situation of local governments with regards to their roads is not much different from that which plagues many main roads agencies in most developing countries, just worse. There is total dependence on central government transfers for maintenance funds and on donors for capital works. Current transfer mechanisms do not encourage local resource mobilization and cost-sharing.
