The first Representative Assembly of the Colony of Newfoundland was elected in 1833 and named the House of Assembly. This name continued to be used for the elected Chamber when the Colony was granted Responsible Government in 1855. In February, 1934 the Constitution of the Dominion of Newfoundland was suspended. At the time of suspension there were two Houses of Parliament namely : the Legislative Counsel, the Upper House and the House of Assembly, the Lower elected House. When Newfoundland joined Canada in 1949, the Terms of Union as set forth in the British North American Act of 1949(now cited the Newfoundland Act) provided that the Constitution of the Legislature of Newfoundland as it existed immediately prior to February of 1934 would continue as the Constitution and the Legislature of the Province from the date of union. Although the Legislative Counsel was not continued at the time of Confederation, the Lower House or the House of Assembly became the elected Parliament of the Province and the name House Assembly continued to be used after 1949 in the same manner as it was originally used in 1833. Alberta Treasury Branches, also known as ATB Financial, is a full service financial institution and crown corporation owned by the Government of Alberta and based in Edmonton, Alberta. With assets of C$17. 6 billion, ATB is the largest Albertan-based financial institution. ATB is not a chartered bank, and unlike other banks operating in Canada, ATB is regulated entirely by the Government of Alberta, under the authority of the Alberta Treasury Branches Act, Chapter A-37. 9, 1997, and Treasury Branches Regulation 187/97. ATB was created by the first Social Credit ministry under William Aberhart in 1938, after earlier attempts to place Alberta's banks under the provincial government's control were thwarted by the federal government. The first Alberta Treasury Board was opened in Rocky Mountain House on September 29 of that year. The Office of the Senate Ethics Officer was created as a result of Bill C-4, An Act to amend the Parliament of Canada Act(Senate Ethics Officer and Ethics Commissioner) and other Acts in consequence. That bill received Royal Assent on March 31, 2004. The Office maintains close working relations with provincial and territorial Ethics Offices across the country as well as with the Office of the Ethics Commissioner who is responsible for the Conflict of Interest Code for Members of the House of Commons and the Prime Minister's Conflict of Interest and Post-Employment Code for Public Office Holders.
