The Treaty of Washington was a treaty concluded in 1871 between Britain and the United States for setting various differences between the two governments, but chiefly those with regard to the Alabama claims. In the beginning of 1871 the British government sent Sir John Rose to the United States to ascertain whether negociations looking towards the settlement of the question in dispute would be acceptable to the President. The United States government received his advances with cordiality and on the 26th of January Sir Edward Thornton, the British Minister at Washington, formally proposed the appointment of a joint high commission to meet at Washington for the purpose of devising means for setting the matters at issue. The United States readily consented to the proposal, provided the differences growing out of the Civil War should be included among the subjects to be considered. The Climate Change Action Fund-Public Education and Outreach Program(CCAF-PEO) funds a variety of initiatives, including Internet sites, museum displays, classroom materials, etc., to raise Canadians’ awareness of climate change and promote action in each province and territory. Financing of local government roads is intrinsically linked to fiscal decentralization. The financial situation of local governments with regards to their roads is not much different from that which plagues many main roads agencies in most developing countries, just worse. There is total dependence on central government transfers for maintenance funds and on donors for capital works. Current transfer mechanisms do not encourage local resource mobilization and cost-sharing. Governments rise and fall on the issue; because they disagree about lustration, people whose economic views should make them allies are often bitter enemies instead. In the former East Germany, screening(intended to weed out former police informers) is mandatory for public-sector jobs. At issue is a clause in 1986 legislation that permits authorities to deny the automatic release that most convicts earn after serving two-thirds of their sentences. license : A right or permission granted in accordance with law by a competent authority to engage in some business or occupation, to do some act, or to engage in some transaction which but for such license would be unlawful... The term "licence" is not invariably translated by the French "licence" although it is in most cases. The reason is that in English the term does not necessarily imply a business or occupation as does the French :"driver's licence" and "marriage licence" are examples of this. One must therefore be careful in translating "licence"--its usual French equivalent is "licence", but in some cases it can be "permis". An important characteristic distinguishing "licence" from "permit" is the fact that the former is not issued directly by the Government but rather by a competent authority or by local authorities, while any of the three groups mentioned can issue a permit. Also, the licence is usually granted for an extended period of time whereas the permit normally authorizes an act of short duration. For example, we say "driver's licence", but "learner's permit". Industrial development revenue bonds are a company's use of a government's ability to issue tax-free obligations. The bonds are available at lower interest-rates than conventional types of financing(generally 1 1/2 to 3 percentage points lower), and they provide 100 percent of the financing of land, building, and equipping a facility, with the money generally available within 45 days.
