Up to 1970, stream quality standards in the United States were largely the responsibility of individual states. The federal government became dominant in 1970 through passage of the National Environmental Policy Act which instituted the concept of environmental impact statements and established the Environmental Protection Agency(EPA). In 1972, the Federal Water Pollution Control Act Amendments were passed which provided effluent limitation guidelines and authority to levy fines for noncompliance. Since the Villers-Cotterêts Edict in 1539, the French language has officially been a component of national identity. Today, the Constitution(article 2) specifies that the language of the Republic is French, while remaining open to the use of other languages. La Délégation générale à la langue française et aux langues de France(DGLFLF) is a government department whose role is to guide national language policy at inter-ministerial level. Attached to the Ministry of Culture and Communication, the department's role is to examine, pilot and co-ordinate issues, and to track the application of legislative and statutory mechanisms(Law of 4th August 1994 on the use of the French language). The Union of Northern Workers(UNW) or the Northwest Territories(NWT) Public Service Association as it was known then, began organizing employees of the new Territorial Government in 1969. In 1988, the Government of Northwest Territories(GNWT) passed the Union of Northern Workers Act which officially changed the name of the organization and recognized the UNW as the bargaining agent for its members working for the government.
