The Management, Resources and Results Structure(MRRS) policy replaces the 1996 Planning, Reporting and Accountability Structure(PRAS) policy framework. It takes effect on April 1st, 2005. A Management, Resources and Results Structure provides a common, government-wide approach to the collection, management and public reporting of financial and non-financial information. In essence, the MRRS is intended to be a useful management tool that provides departments, central agencies and parliamentarians alike the framework needed to support results-based management practices across the federal government, demonstrate value for money, as well as provide key stakeholders with the information necessary to support decision-making. Unemployment Insurance(UI) Surplus(Deficit) : The UI surplus(deficit) is the difference between premium revenues and program costs. Although there is a separate Account to keep track of the revenues and expenditures of the program, the activities of this Account are part of the government's financial statements. As a result, the annual activities of the UI program have a direct impact on the federal government's deficit.
