The International Teletraffic Congress(ITC) was born out of the need to engineer the telephone networks properly, i. e. to maximize the utilization of network resources and to maintain a high quality of service. By that time, networks and the service providers were either monopoly businesses or government owned and run. The First ITC was held in Copenhagen, Denmark, the place where A. K. Erlang developed fundamental theories in the field of teletraffic. Its purpose was to develop teletraffic theory and its application to the design, planning and operations of telecommunications systems, networks and services. Its roots were based on the theory of profitability and stochastic processes for the proper characterization and description of traffic phenomena.

For various reasons, often relating to the lack of perceived public interest in a certain State enterprise, decision makers may shy away from a flotation. The next most popular choice has been the trade sale, where a buyer usually from within the same industry as the tendered enterprise(or a related industry in the case of a monopoly) is selected by the government to purchase the enterprise outright. States have often opted for a trade sale for industries that at the time of sale were not profitable, but could profitably be incorporated into the existing intrastructre of a larger corporation.

Regulations enacted in December 1992 provided for the operation of the private pension system, which eliminated the government monopoly on providing pension, disability and death benefits. The Private Pension System, which started operating in June 1993, is based on a contribution basis, whereby each affiliate's contributions are credited to an individual capitalization account. These contributions make up a pension fund, administered by the AFPs [Administradora de Fondos Pensiones](private pension fund administrators). These entities are in charge of managing pension funds and offering retirement disability, survivorship and death benefits to their affiliates.
