In 1882, the Ontario government established the Bureau of Industry under the Department of Agriculture. In 1900, a Bureau of Labour came into being, and labour affairs were transferred from the Department of Agriculture to Public Works. The bureau was replaced in 1916 by Trades and labour Branch, still under Public Works. In April 1919, Bill 169 brought all labour matters under the new Department of Labour. The flagship urban-development project of the NCC in the last several decades has been Confederation Boulevard-the Capital' s ceremonial and discovery route. In collaboration with federal and municipal partners, the NCC designed and constructed this 7. 5-kilometre route around the heart of Canada's Capital Region. Aside from providing an elegant streetscape for some of the most important sites and institutions of the nation, the Boulevard is a focus for year-round national celebrations, events and interpretation programs that help people to discover important aspects of Canada's government, culture, heritage, landscape and relations with other nations of the world. The idea for a ceremonial route in the heart of the Capital goes back to the 19th century. However, it was not until 1967-centennial year-that planners began to talk about a ceremonial route for processions and state visits, as a unifying element in the core areas of Ottawa, Ontario, and Hull(now Gatineau), Quebec, and as a vehicle for communicating the Capital of Canadians. Planning began in 1982 and construction in 1985. The central part of Confederation Boulevard was officially opened by Prime Minister Jean Chrétien on June 30, 2000. Parcours d'honneur et voie de la découverte de la capitale, le boulevard de la Confédération constitue, depuis plusieurs décennies, le projet vedette d'aménagement urbain de la CCN [Commission de la capitale nationale]. En plus de servir d'écrin élégant à certains des lieux et des institutions les plus importants du pays, le boulevard agit, pendant toute l'année, comme point de convergence pour des festivités, des manifestations et des programmes d'interprétation grâce auxquels les gens découvrent des aspects majeurs du gouvernement, de la culture, du patrimoine et du paysage du Canada et des relations de celui-ci avec les autres pays du monde. L'idée d'un parcours d'honneur au cœur de la capitale remonte au XIXe siècle. Ce n'est toutefois pas avant 1967, année du centenaire de la Confédération, que les urbanistes ont commencé à parler d'un parcours d'honneur qui accueillerait des défilés et des visites officielles, qui servirait de lien unissant les centres-villes d'Ottawa et de Hull (maintenant Gatineau) et qui ferait connaître la capitale à la population canadienne. PPV [plum pox virus] was first discovered in Ontario and Nova Scotia in 2000. The Government of Canada responded in 2001 with a three-year, $49. 3 million PPV program to suppress PPV, and to evaluate the feasibility of eradication. Human Resources Development Canada(HRDC) through its network of Human Resource Centres, administers the Caribbean/Mexican Seasonal Agricultural Workers Program on behalf of the Government of Canada. HRDC requires employers, through their human resource planning strategies, to ensure that Canadian citizens and permanent residents are always considered for employment before employing foreign workers. The Caribbean/Mexican Seasonal Agricultural Workers’ Program was first implemented in 1966 following negotiations between Canada and Jamaica to facilitate the entry of Jamaican workers for temporary employment in the growing and processing of agricultural products during peak demand periods. The C/MSAWP was created to provide a supplementary source of reliable and qualified seasonal labour in order to improve Canada's prosperity by ensuring that crops are planted and harvested in a timely fashion. These measures help to maintain the livelihoods of Canadian and permanent resident workers in the agricultural industry as well as in other industries that directly or indirectly participate in and benefit from a strong and vital agricultural industry. The Special Agreements were signed between the government of Canada and some of the provincial and territorial governments in response to specific needs in terms of Francophone school governance and French post-secondary education. A first series of agreements outside the Protocol, called Special Measures on School Governance and Post-Secondary Education in French, were concluded with most of the provinces between 1993-1994 and 1998-1999. Some $112 million was allocated to these Special Measures. To simplify the way business complies with Ontario government regulations, a "Clearing the Path" project was initiated to help businesses. The project offers entrepreneurs an easy-to-use computerized registration system to prepare, transmit and comply with government. Clearing the Path collects essential business information only once. It then sends out to each program area what is needed for processing and approval. Participating ministries and agencies agree on performance standards so that clients are aware of time cycle and the process. The Biotechnology Human Resource Council(BHRC), established in Ottawa, Ontario, is an industry government partnership between Human Resources Development Canada, BIOTECCanada and the biotechnology industry. After more than five years of serving the children and youth of Eastern Ontario, CHEO Health Information Line closed on December 14, 2001 to make way for a province-wide. With Telehealth Ontario now accessible in all Eastern Ontario, the CHEO line is no longer available. Telehealth Ontario is a free telephone-based health advice service that is being introduced by the Provincial Government throughout the province. It provides Ontario residents access to a registered nurse 24 hours a day, 7 days a week. CHEO's health information line was initiated in the mid 1990s to respond to the increasing demand for health advice in the field of pediatrics. The Western Canada Concept was a Western Canadian political party founded in 1980 to promote the separation of the provinces of Manitoba, Saskathewan, Alberta and British Columbia and the Yukon and Northwest Territories from Canada in order to create a new nation. The party's concerns centred on perception that Western Canada could not receive fair treatment while the interests of Quebec and Ontario dominated Canadian politics. The party gained popularity in Alberta when western alienation was at its height following the federal Liberal government announcement of the National Energy Program in October 1980. PWGSC [Public Works and Government Services Canada] currently administers service calls in several different methods. Service calls for the Pacific, Western and Ontario regions are administered through a 1-800 number out of Toronto, Ontario, on a 24 hours a day, 365 days a year basis.
