The Western Canada Concept was a Western Canadian political party founded in 1980 to promote the separation of the provinces of Manitoba, Saskathewan, Alberta and British Columbia and the Yukon and Northwest Territories from Canada in order to create a new nation. The party's concerns centred on perception that Western Canada could not receive fair treatment while the interests of Quebec and Ontario dominated Canadian politics. The party gained popularity in Alberta when western alienation was at its height following the federal Liberal government announcement of the National Energy Program in October 1980. This policy aimed to ensure low energy costs for Canadian industry and consumers, a policy that would not benefit Alberta, Canada's major producer of oil and gas. 1, record 57, English, - Western%20Canada%20Concept

Alliance Quebec(AQ) was a group formed in 1982 to lobby on behalf of speakers of the English language in the province of Quebec, Canada. It began as an umbrella group of most English-speaking organizations and institutions in the province, with approximately 15, 000 members. At its height in the late 1980s, the group registered 40, 000 members and had a network of affiliated anglophone groups throughout the province. With many of its founders being active in the Liberal Party of Quebec, AQ's ideology reflected that party's policies of compromise between linguistic groups combined with provincial government promotion of the French language in the province's public and economic spheres. 1, record 59, English, - Alliance%20Quebec

1, record 59, French, - Alliance%20Qu%C3%A9bec

More important than economic issues is what Central Europeans call decommunization, screening, or lustration : the policy of preventing former Communist Party apparatchiks and informers from holding government office. Governments rise and fall on the issue; because they disagree about lustration, people whose economic views should make them allies are often bitter enemies instead. In the former East Germany, screening(intended to weed out former police informers) is mandatory for public-sector jobs. The Czech Republic prevents high-ranking members of the former regime, or its informers, from serving in high government positions. 1, record 77, English, - decommunization

Surely a government such as that of General Franco which considers itself to be the legal government of Spain cannot, as it seems to me, sit passively by while the proceedings are in process and would have the duty towards itself to contest the legitimation of its rival as party to the proceedings or, rather, on grounds of deeper principle, to attack the validity of the special agreement itself as having been concluded by an "illegal government". 1, record 84, English, - legal%20government

It is sometimes asserted that a state may exist even though it has no territory, and in this connection instances of the governments in exile during the World War II are cited. This, however, is not a true illustration because the cases of the governments in exile are merely examples of lawful governments functioning from another country during continuance of military operations. The dispossession of the lawful government by the invader pendente bello is no more than an incident of military operations. 2, record 84, English, - legal%20government

L'I.D.I. 1, record 84, French, - gouvernement%20l%C3%A9gal
