The term "licence" is not invariably translated by the French "licence" although it is in most cases. The reason is that in English the term does not necessarily imply a business or occupation as does the French :"driver's licence" and "marriage licence" are examples of this. One must therefore be careful in translating "licence"--its usual French equivalent is "licence", but in some cases it can be "permis". An important characteristic distinguishing "licence" from "permit" is the fact that the former is not issued directly by the government but rather by a competent authority or by local authorities, while any of the three groups mentioned can issue a permit. Also, the licence is usually granted for an extended period of time whereas the permit normally authorizes an act of short duration. For example, we say "driver's licence", but "learner's permit". 3, record 15, English, - licence

A resource agency is any agency that owns, controls and/or has access to resources required by an On-scene Commander from another government department for the conduct of an operational response. A resource agency may be any federal, provincial, or local government department, agency or board, any commercial or private organization, any individual in Canada or any government, commercial or private organization individual in another country. The Canadian Coast Guard, as lead agency, may request a resource agency to assume control of the response for a marine spill. This does not permit the Canadian Coast Guard to abrogate its final responsibilities to the Minister of Transport, Parliament and the public, nor its financial responsibility for both costs and cost recovery. 1, record 23, English, - resource%20agency

At issue is a clause in 1986 legislation that permits authorities to deny the automatic release that most convicts earn after serving two-thirds of their sentences. Prison officials used a practice known as gating-intercepting convicts as they left the prison gate and returning them to serve their full sentences-if they were considered especially dangerous. After the Supreme Court of Canada ruled the practice was illegal, the government amended the law to permit such detention by other means. But the vague definition written into the law allowed continued gating only if the prisoner was judged to be both a danger to society and to have caused his victim severe harm. 3, record 29, English, - gating

license : A right or permission granted in accordance with law by a competent authority to engage in some business or occupation, to do some act, or to engage in some transaction which but for such license would be unlawful... Finally, note that in Canada the British spelling(licence) is used more often than the American spelling(license), although both are found in Canadian texts. 2, record 30, English, - issuing%20of%20licenses
