During the watershed years of the 1960s, the country was ripe for serious reflection. In 1963, the federal government created the Royal Commission on Bilingualism and Biculturalism(the Laurendeau-Dunton Commission), which spent seven years taking an X-ray of Canadian society. Its first finding was that the country was in the "central crisis of its history" and that, to resolve this, it would have to grant everyone the right to an education in his or her own official language; make the federal public service bilingual, and recognize the distinctive character of Quebec. Quebec was beginning to demand greater recognition of its majority language and culture. 4, record 6, English, - Royal%20Commission%20on%20Bilingualism%20and%20Biculturalism

4, record 6, French, - Commission%20royale%20d%27enqu%C3%AAte%20sur%20le%20bilinguisme%20et%20le%20biculturalisme

In 1981, the Québec government integrated the "social welfare" component of the ministère des Affaires sociales with the ministère du Travail et de la Main-d’œuvre, to create the ministère du Travail, de la Main-d’œuvre et de la Sécurité du revenu. In making this decision, the government expressed its desire to link social welfare and labour issues. The ministère de l'Emploi et de la Solidarité sociale(MESS) contributes to Québec' s social development and economic prosperity by encouraging individuals to realize their full potential in the manners described below. The MESS works to promote employment, develop the labour force and improve labour market operations. The MESS provides financial support to economically-disadvantaged people, and it combats poverty and social exclusion. 1, record 7, English, - minist%C3%A8re%20de%20l%27Emploi%20et%20de%20la%20Solidarit%C3%A9%20sociale

[Canada] relies in particular on bilateral agreements with provinces and territories for the transfer of funds.... The Quebec agreement, the asymmetrical agreement, is different in a few important ways. Quebec is not required to provide the federal government with action plans outlining in detail how they will invest funding.... The flagship urban-development project of the NCC in the last several decades has been Confederation Boulevard-the Capital' s ceremonial and discovery route. In collaboration with federal and municipal partners, the NCC designed and constructed this 7. 5-kilometre route around the heart of Canada's Capital Region. Aside from providing an elegant streetscape for some of the most important sites and institutions of the nation, the Boulevard is a focus for year-round national celebrations, events and interpretation programs that help people to discover important aspects of Canada's government, culture, heritage, landscape and relations with other nations of the world. The idea for a ceremonial route in the heart of the Capital goes back to the 19th century. However, it was not until 1967-centennial year-that planners began to talk about a ceremonial route for processions and state visits, as a unifying element in the core areas of Ottawa, Ontario, and Hull(now Gatineau), Quebec, and as a vehicle for communicating the Capital of Canadians. Planning began in 1982 and construction in 1985. The central part of Confederation Boulevard was officially opened by Prime Minister Jean Chrétien on June 30, 2000. The last phase of three-phase construction will be completed in 2006. 1, record 20, English, - Confederation%20Boulevard

Given this new orientation and the belief of the Government of Québec that the promotion of the French language throughout Canada and the continent is an essential element in Québec' s political, economic, social and cultural prosperity, a new policy was required. Both rooted in history and turned towards the future, the new Québec Policy on the Canadian Francophonie is thus, on the one hand, an indication that Québec intends to play a determining role within the Canadian Francophonie, and, on the other hand, a recognition of the fact that the Francophone and Acadian communities, primarily, as well as Francophone immigrants and Francophiles, are extremely important interlocutors and actors for the protection and promotion of the French fact in North America. 1, record 28, English, - Qu%C3%A9bec%20Policy%20on%20the%20Canadian%20Francophonie

Terrasses de la Chaudière is a complex of government office buildings in Gatineau, Quebec, Canada. The complex was built in 1978 as part of Prime Minister Pierre Trudeau's initiative to see more federal workers based in the Quebec side of the Ottawa River. It was built by developer Robert Campeau and then leased to the government. The complex was named after the nearby Chaudière Falls in the Ottawa River. Today its three towers hold some 6, 500 federal government office workers and houses Department of the Environment, the Department of Indian and Northern Affairs, the Department of Canadian Heritage, the Canadian Radio-television and Telecommunications Commission(CRTC), and several other government entities. The centre also holds a shopping complex, a hotel, and a convention centre. At present, provincial personal income taxes in all provinces but Quebec are calculated as a percentage of basic federal tax(i. e. "tax on tax"). 1, record 87, French, - F%C3%A9d%C3%A9ration%20des%20pourvoiries%20du%20Qu%C3%A9bec%20inc%2E

The Western Canada Concept was a Western Canadian political party founded in 1980 to promote the separation of the provinces of Manitoba, Saskathewan, Alberta and British Columbia and the Yukon and Northwest Territories from Canada in order to create a new nation. The party's concerns centred on perception that Western Canada could not receive fair treatment while the interests of Quebec and Ontario dominated Canadian politics. The party gained popularity in Alberta when western alienation was at its height following the federal Liberal government announcement of the National Energy Program in October 1980. This policy aimed to ensure low energy costs for Canadian industry and consumers, a policy that would not benefit Alberta, Canada's major producer of oil and gas. 1, record 88, English, - Western%20Canada%20Concept

By the mid 1990s, however, provincess had significant concerns with the TCA [tax collection agreements] regime for two reasons. On the one hand, they had to accept the federal tax base, the progressivity of the federal rate structure and the federal non-refundable credit block-a fact that limited their ability to tailor the taxes in their provinces in response to their particular social or economic situation. 4, record 98, English, - tax%20collection%20agreement

4, record 98, French, - accord%20de%20perception%20fiscale
