Changes in responsibilities continued through the late 1960s. In 1969, as recommended by the Glassco Commission, the position of Comptroller of the Treasury was abolished and departments took responsibility for certifying and authorizing expenditures. The Comptroller's office became part of the Department of Supply and Services. This function remained in PWGSC [Public Works and Government Services Canada] as the Receiver General of Canada. In 1978 as part of the government's response to the Auditor General' s Report, a new Office of the Comptroller General was established. While similar in name to the former Comptroller of the Treasury the function was different. The Comptroller General reported to the Treasury Board on financial management program evaluation and internal audit in government departments. As part of this reorganization [in 1993, ] the Office of the Comptroller General of Canada which had existed as a distinct organization separate from the Treasury Board Secretariat since 1978 was amalgamated with the Secretariat and the title and responsibilities for both were delegated to a single individual –Secretary of the Treasury Board and Comptroller General of Canada. In June 2004, following the appointment of the new Comptroller General, a new Office of the Comptroller General(OCG) was established as a distinct organization in TBS [Treasury Board Secretariat]. Consistent with the focus on sound financial management in the OCG, other responsibilities that were under the former Comptrollership Branch now fall elsewhere in the Secretariat. 2, record 12, English, - Comptroller%20General%20of%20Canada

3, record 12, French, - contr%C3%B4leur%20g%C3%A9n%C3%A9ral%20du%20Canada

In this context the HRMM branch plays a critical role within the Agency and across government for managing the transition to a reformed HR system, and its associated performance measurement regime. The HRMM branch is accountable for providing leadership and oversight over a broad range of functional areas, with primary responsibility for the implementation of the Public Service Modernization Act(PSMA), leading the ongoing Classification reform process, aligning Employment policies and developing the HR dimension of the CASS initiative. In summary, the HRMM branch and its Executive team provide the visible face of HR reform to key stakeholders and the HR community across government. 1, record 23, English, - Human%20Resources%20Management%20Modernization%20Branch

Up to 1970, stream quality standards in the United States were largely the responsibility of individual states. The federal government became dominant in 1970 through passage of the National Environmental Policy Act which instituted the concept of environmental impact statements and established the Environmental Protection Agency(EPA). In 1972, the Federal Water Pollution Control Act Amendments were passed which provided effluent limitation guidelines and authority to levy fines for noncompliance. This act stipulated a step-wise schedule for meeting conventional discharge criteria, the first target level by 1977 being equivalent to "best practical technology"(BPT), and the second target level by 1983 being equivalent to "best available technology economically achievable"(BAT). 4, record 39, English, - best%20available%20technology

In Canada, education is the responsibility of each province and territory. Because ministers of education needed a forum in which to discuss issues of mutual concern, they established the Council of Ministers of Education, Canada(CMEC) in 1967. CMEC is the national voice for education in Canada. It is the mechanism through which ministers consult and act on matters of mutual interest, and the instrument through which they consult and cooperate with national education organizations and the federal government. 2, record 40, French, - Conseil%20des%20ministres%20de%20l%27%C3%89ducation%20%28Canada%29

Under Canadian law the regulation of buildings is a provincial responsibility and is carried out through various laws, Acts, codes and regulations, often administered at the municipal level. Provincial legislation empowers government agencies or departments to regulate different aspects of buildings, depending on the objectives of the specific law or Act. Such legislation permits the establishment of detailed regulations by which the objectives of the law are to be met; or it may refer to other documents. For example, laws protecting the safety and health of building occupants usually refer to building codes for additional requirements. 1, record 66, English, - Building%20Codes%20and%20Regulations

The Act also provides :"Every person who shall monopolize, or attempt to monopolize, or combine or conspire with any other person or persons, to monopolize any part of the trade or commerce among the several States, or with foreign nations, shall be deemed guilty of a felony... 1, record 68, French, - Sherman%20Antitrust%20Act

Before the Government of Canada can enter into any international agreement, certain necessary policy approval and legal authorization must be sought and obtained.... The first step, to secure policy approval, normally takes the form of a Memorandum to Cabinet, signed by the minister or ministers having substantive responsibility for the subject matter of the proposed agreement, recommending its conclusion. The Secretary of State for External Affairs should either join in signing the Memorandum to the Cabinet, or concur in the recommendations. Where Cabinet has previously decided on the general policy guidelines to govern Canadian participation in international arrangements to be embodied in an international agreement and has approved a draft version of the agreement, a second Memorandum to Cabinet is not usually required if the only changes to the draft agreement in the interim are minor, when it is usually sufficient to obtain the agreement of the ministers most directly concerned. 4, record 89, English, - draft%20agreement
